What Is a CIDB Contractor License?
A CIDB contractor is a contractor registered with the Construction Industry Development Board Malaysia (CIDB). This registration is mandatory to carry out construction work in Malaysia. Since 20 July 1995, all local contractors must register with CIDB before commencing construction work, with penalties of up to RM 10,000 for non-compliance.
Types of Contractor License Certificates
- PPK — Perakuan Pendaftaran Kontraktor: Basic contractor registration certificate.
- SPKK — Sijil Perolehan Kerja Kerajaan: Required for government tenders.
- STB — Sijil Taraf Bumiputera: Exclusively for Bumiputera contractors.

New Registration Requirements
- Applicant must be a director/owner of the company
- Business registered with SSM/state authority
- Minimum paid-up capital according to grade
- Qualified technical personnel
- Competent person registration (if applicable)
- Other agency registration (if required)
Renewal Requirements
- Same as new registration requirements
- Director/owner must attend Integrity & Contractor Code course (first renewal only)
- Business Management Competency Certificate (G1-G3 without technical personnel)
- Must have CCD points
- SCORE certificate required (G7 only)
- MCORE certificate required (G1 only)
